    SNU maintains a Restricted Absence from Duty rule, and all faculty must report all of their overseas travels. This is because SNU is a national university, and is subject to the National Assembly¡¯s Inspection of its Administration. Strictly speaking, traveling overseas is restricted to 14 business days. However, as the dates considered (counted) are only business days, the restriction should not be too much of an inconvenience for you. In addition, any special reasons for overseas travel are taken into account and usually approved, rendering such travels exempt from the 14-day rule. The travel period restriction differs from college to college. For example, the College of Medicine and the College of Music maintain a 21-day restriction. There have been complaints regarding the restriction, and the Administration is working to extend the number of travel days allowed. What usually becomes an issue, however, is faculty not being able to conduct classes due to their travel. For the most part, current faculty members do not have any problems with the limitation of travel days. Their focus is mostly on working their travel schedules around their classes.

    Faculty are eligible for long-term travels or dispatch after 3 years of appointment. During their 7th year, faculty may take Research Leave, or be dispatched overseas, but the two leaves may not be used simultaneously. Dispatch is an Office of Academic Affairs issue, and Research Leave is an Office of Research Affairs issue. According to relevant regulations, each department cannot have more than one-seventh of its faculty on leave overseas at the same time. Especially in departments with a small number of faculty, members must remain aware of this rule.

    Official Overseas Travel
    1. Approval by: Dean of each College.
    A. However, the President will approve Official Overseas Travel if the traveler is:
    i. Dean of a college
    ii. An Administration employee
    iii. Traveling overseas by an order issued by the President
    iv. Traveling overseas for more than 14 days during the semester
    v. Traveling with his/her expenses funded by a source outside the School
    B.Official Overseas Travel Board
    C. Official Overseas Travel Evaluation Procedure
    i. In-semester official overseas travel exceeding the 14 days per year: Apply within 10 days prior to departure.
    ii. Travel expenses funded by a source outside the School: Apply 10 days prior to departure
    D. Official Overseas Travel Report
    i. The traveler must submit an official overseas travel report within 10 days of returning.
    2. In-semester Official Overseas Travel
    A. Applicants: Faculty participating in international academic conferences and seminars are eligible for overseas travel if their presence overseas will contribute to Korean academia or academic exchange. Travel is limited to one week per semester, however the travel schedule and the frequency of travel may be adjusted freely within the 14-day limitation in a given year. (Unintended delays in travel are also counted, while weekends are not.)
    i. Any travel that exceeds 14 days must be approved prior to departure by the President.
    - Cases that exceed the 14-day rule
    - Official participation by invitation in an international academic conference as president or director of an institute.
    - Nomination for overseas travel by a government institution during a faculty member¡¯s participation in government.
    B. Documents for Application

    C. Criteria for Travel Evaluation
    i. Importance of Travel: Travel for unimportant inspection, information collection, and academic cooperation are strictly forbidden
    ii. Destination: The destination(s) must be only countries pertinent to the purpose of travel
    iii. Simultaneous Travel: One-third or more of total fulltime faculty in any department or program may not travel at once.
    3. Official Overseas Travel During Summer and Winter Vacations
    A. Applicants: Faculty under official duty who need to conduct their work overseas.
    Personal Overseas Travel
    1. In-semester Personal Overseas Travel
    A. Applicants: Faculty who wish to travel for family business, medical care, or other issues.
    B. Procedure: Report to dean of respective college.
    C. Restrictions: The period of travel is restricted to 14 days, including any official travel
    days within a given school year. D. Expenses: All expenses are to be covered personally.
    E. Report on Arrival: Faculty must report back to the University upon arrival.
    2. Personal Overseas Travel During Summer and Winter Vacations
    A. Applicants
    i. Faculty who wish to travel for family business, medical care, or other issues.
    ii. Personal research
    B. Procedure: Report to dean of respective college.
    C. Duration of Travel: As required, but within the faculty member¡¯s given days of vacation
    D. Expenses: All expenses are to be covered personally.
    Long-Term Overseas Research
    1. Applicants
    A. Faculty eligible for Long-Term Overseas Research must have been employed for more than 3 years at SNU.

    B. Three (3) years must pass after the most recent semester exempt from instructional responsibilities (due to overseas research, domestic research leave, exchange, dispatch, etc.). Faculty with two consecutive semesters exempt from instructional responsibilities must wait 5 years (6 years from 2008), before they may apply again.

    C. The number of faculty exempt from instructional responsibilities cannot exceed one-seventh of the total number of faculty members in a given department.

    D. Long-Term Overseas Research that requires exemption from instructional responsibility must go through an evaluation process by the institution¡¯s faculty club or the Promotion and Tenure Committee.
    2. Procedure
    A. Request approval at least 30 days prior to departure date
    B. Documents for Application
    i. Overseas Travel Plan
    ii. Research Plan
    iii. Invitation and translation (unnecessary if invitation is in English)
    iv. Status of faculty in department
    v. Copy of faculty club/Promotion and Tenure Committee decision
    vi. Nomination of accompanying family: If Overseas Research exceeds one year in its duration, faculty may be accompanied by immediate family members.
    C. Criteria for Travel Evaluation
    i. Destination: The destination at which faculty will be conducting research is restricted to countries in direct relation to the field of study
    ii. Duration of Research: Research is restricted to 1 year, in principle. Faculty may be permitted an extended stay under the conditions for Leave of Absence for Research.
    iii. Expenses: Faculty must prepare for funding to cover their expenses, in accordance with the purpose of their research.
    iv. Report upon Arrival: Faculty must report to the President via the Dean upon return to the University.
    v. Extended stay: Faculty must request permission for extension of stay 2 months prior to the expiration of the original period of research.
    Short-Term Overseas Research
    1. Applicants
    A. Faculty eligible for Short-Term Overseas Research must have been employed for more than 2 years at SNU. Three (3) years must pass after the most recent short-term overseas research period before faculty are eligible to apply again.

    B. Short-Term Overseas Research is permitted for faculty who do not utilize their Leave of Absence for Research, and whose travel plans do not pose problems in regard to their instruction and research responsibilities.

    C. All faculty requesting approval must go through an evaluation process by the institution¡¯s faculty club or the Promotion and Tenure Committee.
